How Do We Deliver Quality Scouting?

At a recent National BSA meeting that myself and the Council President and Council Commissioner attended, this picture of the “Scouting Flywheel” was shared. As I looked at this graphic, I thought these 10 principles really summed up what we focus on every day in the Baltimore Area Council to provide a quality program for our Scouts. I also thought these 10 principles were equally relevant to the operations of any well-run Pack, Troop or Crew.

  • Financial Health: Sustainable funding ensures the Council (and Units) can deliver high-quality programs, maintain facilities, and expand access to Scouting for all youth.
  • Safeguarding: A steadfast commitment to youth protection, safety policies, and trained leadership creates a secure environment where young people can thrive.
  • Quality Relevant Programs: Dynamic, engaging programs that evolve with today’s youth.
  • Volunteers: Dedicated volunteers are the backbone of Scouting, delivering mentorship, leadership, and meaningful experiences at every level.
  • Recruit: Growing membership by reaching new families and communities, ensuring more youth have the opportunity to experience Scouting.
  • Retain: Keeping Scouts engaged through positive experiences, strong Unit leadership, and programs that inspire continued participation.
  • Develop: Investing in leadership development for youth and adults alike, strengthening skills that last a lifetime.
  • Alumni and Older Youth Programs: Engaging older Scouts and alumni to stay connected, give back, and continue their Scouting journey beyond traditional programs.
  • Give Back: Fostering a culture of service, where Scouts and supporters contribute to their communities and strengthen the impact of Scouting.
  • Brand Image: A strong, consistent brand builds trust, visibility, and pride, positioning Scouting as a leading youth development organization.

We know that in order to deliver on these 10 key focus areas, it takes the involvement and commitment of volunteers.

One of the areas we focus on as a Council is the succession planning of our key Council level positions. We are constantly looking to answer these questions when deciding what positions need to change and evolve: 

  • Who’s in the position today?
  • How long have they been in that position?
  • Has a transition date been established?
  • Identify quality prospects to fill this position when open.
  • Secure the commitment of the successor at least 6 months to a year out.

Does your unit have a leadership succession plan in place? The time you spend today will ensure your unit continues to bring a quality Scouting program to the youth in your community without missing a beat.   

While the Baltimore Area Council has a strong youth retention rate, we can and must do a better job of keeping the youth we serve engaged in the Scouting program. As I look at the items on the flywheel they all play a part in the overall quality and retention of our Scouts and volunteers.
