CHANGES EFFECTIVE JANUARY 1, 2025

NOTE: The new form shows only space for information for four (4) references. Parents/relatives/family members of the Eagle candidate should not provide references. The Eagle candidate is expected to request references which should be sent to an adult leader of the candidate’s unit [Guidelines to be available soon on BAC website].

ONLY JANUARY 2025 APPLICATIONS ACCEPTED AT COUNCIL FOR VERIFICATION.

NOTE: There are no current plans for the Guide to Advancement to be printed and sold at Scout Shops. If you want a printed copy, you will need to download and print it yourself.

SIGNIFICANT CHANGES TO GUIDE TO ADVANCEMENT –

  • 4.2.1.2 – Once a Scout has been tested and signed off by someone approved to do so, the requirement has been met and cannot be rescinded (language in bold added in 2025 version).
  • 5.0.8.0 – Added policy dealing with group/online instruction and use of artificial intelligence.
  • 7.04.12 – Online Merit Badge Classes
  • 8.0.4.1 – Added two-week time limit for council to document denial of advancement to rank of Eagle Scout, and two months for Scout or parents to file an appeal.
  • 9.0.1.7 – Changed how Eagle Scout references are handled.
  • Section 10 – Advancement for Members with Special Needs has been completely reorganized and rewritten.

MERIT BADGES –

Requirements for a number of merit badges have been changed including Eagle-required merit badges (Cooking, Citizenship in the Community, Cycling, Emergency Preparedness, Environmental Science, Family Life, First Aid). Visit Merit Badge Hub [https://www.scouting.org/skills/merit-badges/all] for new requirements. Scouts who started work on these merit badges before January 1, 2025, may continue to work with the previous requirements; those starting after December 31, 2024, must use the new requirements.
